Prerequisites
General knowledge concerning civil safety engineering, functioning of safety and security systems on a national level, organization of rescue systems, crises management theory

Description of learning outcomes

  • General presentation of concepts, definitions and problems connected with the civil protection.
  • The acquisition of knowledge and skills to solve some problems with natural and technological disasters to protect civilians, choose the individual mask and collective equipments, and elimination of the contaminations.
  • Introduce students with the basic principles of the prediction for contamination by the different methods: e.g. ATP-45B, including ROTA method.

Content:

  • ANALYSIS OF THE BASIC CONCEPTS OF THE SUBJECT. Terms related to civil protection and civil defence. The phenomenon of the threats and disasters. The role of the legislation on civil protection and its importance.
  • EUROPEAN STRATEGY FOR CIVIL PROTECTION AND CIVIL DEFENCE. General assumptions. Regional aspects of civil protection. The basic of European law. Monitoring and Information Centre. The Financing Mechanism. EU Missions. NATO's civil emergency planning. The main platform of civil protection. Civil protection in the selected EU countries. Types of European tasks and projects.
  • THE NATIONAL STRATEGY OF CIVIL PROTECTION AND CIVIL DEFENSE. Objectives and tasks of the civil protection and civil defense in Poland. Organizational structure. Database and ARCUS program. The bill of Civil Protection. Polish cooperation in the international arena.
  • EMERGENCY RESPONCE STRATEGY. Identification and analyses of natural or man-made risks. Systems of NBC detection. Civil protection equipments. Technical ways of decontamination. Principles of forecasting the biological, chemical and radioactive contaminations by ATP-45B and ROTA methods.
  • CIVIL PROTECTION DURING NATURAL DISASTERS AND CATASTROPHES. Civil protection tasks during peace time. Civil protection tasks during the war. The behavior of the population after the announcement of the alarm signals. The provision of personal and thing services.
  • THE ROLE AND TASKS OF THE NATIONAL FIRE RESCUE SYSTEM (KSRG). The internal strategy of security and protection. The national emergency system. Civil protection sphere. Phone 112. Emergency services management. The Structure of KSRG. Coordination of actions for numerous and mass events. Ways to segregate the affected people. Civil and legal contracts.
  • THE ORGANISATION OF HUMANITARIAN AID. History of red cross and red crescent movements. International humanitarian treaties. Geneva Conventions. The humanitarian laws and activities. The cooperation and coordination of rescue actions.
